The Department for Environment, Food and Rural Affairs (DEFRA) has issued guidance on managing risks from land contamination for land owners and developers.
The guidance is designed to assist in making decisions on how to manage risks and carry out remedial work. It highlights the need to carry out risk management to estimate the likelihood and seriousness of contamination.

DEFRA stat that you should use this guidance if you’re:
•developing land, including getting planning permission
•preventing or managing contamination on your land voluntarily
•preventing or managing contamination because you have to by law
•making decisions about potential problems on one or more sites on behalf of someone else
