Report into the Private Rented Sector

The House of Commons Housing, Communities and Local Government Select Committee has released it’s 4th report with recommendations that the Government undertake further reforms of housing law in England.
These will impact on the private rented sector where there is still perceived to be an imbalance between landlords and tenants.
The main recommendations include:
(a) further protection against retaliatory eviction and limits on unreasonable rent increases
(b) urging the government to publish detailed proposals for a specialist housing court;
(c) asking the Law Commission to review private rented sector legislation;
(d) replacing the HHSRS with a more straightforward set of quality standards;
(e) encouraging local authorities to take more enforcement action against rogue landlords and ensuring they are properly resourced in this regard; and,
(f) introducing a new power to confiscate property from landlords who commit “egregious offences” involving “exploitation of vulnerable tenants”.
