Housing Associations Publish Report On Re-thinking Section 106 Agreements

A group of London Housing Associations (HAs) has published Building Together, Building Better: rethinking section 106 for affordable housing delivery.
The purpose of the report is to set out standards and principles at a high level, providing a practical framework for developers to meet the needs of HAs.
Between 2019 and 2024, nearly half of all new affordable homes in England were delivered through section 106 agreements. These homes need to be acquired by HAs, however, social landlords are bidding for these in far lower numbers. Early engagement and ongoing collaboration and transparency are priorities for HAs.
The report outlines a series of principles and standards for section 106 agreements, grouped into the following areas:
- Pre-planning and scheme requirements
- Design and construction standards
- Land, planning and legal framework
- Handover and post-completion obligations
- Operational management and maintenance.
