Government consults on changes to NPPF and new National Model Design Code

The Ministry of Housing, Communities and Local Government (MHCLG) has published its response to Building Better, Building Beautiful Commission’s report “Living with Beauty”.

This report set out recommendations to the government on how to promote and increase the use of high-quality design for new build homes and neighbourhoods.

As part of its response, MHCLG has published a consultation on:

  • Draft revisions to the National Planning Policy Framework (NPPF).

The NPPF has been revised to implement policy changes in response to Living with Beauty.

A number of other changes are also set out and explained in the consultation document. These include amendments on flood risk and climate change; minor changes arising from legal cases; the removal of out-of-date text; and an update on the use of Article 4 directions. The government states that a full review of the NPPF is not proposed at this stage.

  • Draft National Model Design Code (NMDC) and guidance notes.

The purpose of the NMDC is to provide detailed guidance on the production of design codes, guides and policies to promote successful design.

The government is also inviting expressions of interest from local planning authorities to test the NMDC.

The consultation closes on 27 March 2021 and applies to England only.  View the consultation here
